In addition to his role as a founder of ISMS Applications, Tony has extensive experience as a developer of businesses in the data, information, and digital advertising industries. He is a founding member of ASC Partners, a Maryland based firm that owns and operates businesses in the government, financial and data sectors with a particular emphasis on real time government related information. Tony is also a founder of BBN Networks, a business to business digital advertising network which was successfully sold by ASC in 2015 and also of Data Licensing, LLC a provider of information products to the digital marketplace. Tony is a 1984 graduate of Harvard College and a 1987 graduate of Harvard Law School.

A founder of ISMS Applications, Carr has a comprehensive and distinguished career in the information and digital advertising industries. He is a member of Maryland-based ASC Partners, LLC, which owns, manages and services extensive information assets in the government, financial, media and information sectors. Carr is also a founder of BBN Networks, a business to business digital ad network – which sold its assets to Madison Logic in 2015. Prior to ASC Partners, he co-founded Federal Document Clearing House (FDCH), which sold its assets to Congressional Quarterly, and is a member of Data Licensing, LLC, a Maryland company devoted to licensing various forms of data to the digital marketplace. Carr’s education includes graduating from Deerfield Academy, Northwestern University and Boston University School of Law.
Neil Maslansky
Neil MaslanskyCFO, VP of Strategy and Business Development
Neil functions in his current role at both ISMS Applications and ASC Partners, LLC. He previously served in these positions with BBN Networks, LLC. prior to its sale to Madison Logic. Neil was also SVP for Strategy & Development for CQ Roll Call, an Economist Group company. Prior to Roll Call’s acquisition of Congressional Quarterly, Inc., he spent nearly eight years with CQ, as CFO and Treasurer, and before that as Senior Director of Strategy, Business & Product Development. Neil has also held management positions with LexisNexis, ComScore Networks and PC Data. Neil holds a B.A. in political science and communication from the University of Delaware, an M.A. in political science from American University and an M.B.A. with a concentration in finance from Johns Hopkins University.
Selcuk Ozturk
Selcuk OzturkVP of Technology
Selcuk serves in this position at both ISMS Applications and ASC Partners, LLC. Previously, he worked at BBN Networks, LLC, as VP of Technology, at National Institutes of Health as a research computer scientist and, at Cygnus Business Media as a software architect. Over his more than two decades long career, he developed various systems to automate acquisition of multimedia, work assignments, tracking and delivery, transcript generation and text analysis utilizing various technologies including rule based expert systems and natural language processing tools. His innovative ideas for automating multimedia acquisition allowed ASC Partners to transform from a single location analog recording and transcription company to a company which employs hundreds of contractors all around the world. Thereby, allowing it to serve clients much more efficiently and competitively. Selcuk holds a B.A. in economics from Bosphorus University, M.A. in economics from Pittsburgh University and M.S. in computer science from Johns Hopkins University.
Zeyno A. Dodd, PhD

As a Senior Software Engineer, Zeyno has over 20 years of experience in all phases of the software development life-cycle with extensive experience and interest in solving real-world problems through approaches leveraging AI, Machine Learning and Statistical Computing. Her industry and functional experience include Human Services, Health Care, Telecom and Federal Government engagements where she took on Technical Lead and Architect roles on diverse product and R&D initiatives. Zeyno received her PhD in AI and Computational Design from the Carnegie Mellon University in Pittsburgh.
Yogesh Koli
Yogesh KoliSenior Developer Engineer
As a Senior Software Developer, Yogesh is Lead developer of ISMS Application Software development Team,he has worked in the IT industry for the last 7 years holds master degree in Computer Management.

He has a strong background and vast experience in backend development, frontend development, database design and management, SaaS integration, and technologies such as PHP, NodeJS, Laravel, Angular, React, Vue, Javascript, SQL, Web Services and a wide variety of IDEs. With experience in enterprise-level products and modern technologies, Yogesh brings best practices and industry trends to improve softwares and discover all its’ potential.

David Roh
David RohBusiness Development Manager
David serves in this position at both ISMS Applications and ASC Partners, LLC. He has extensive experience working with large businesses to promote products, develop marketing strategies and client relations. He works closely with our distribution partners to enable frictionless development of integrated platform offerings. David has earned a B.S. in Business Management at Indiana University in Bloomington, IN.
